AGND/PGND can be shorted together directly, but since most ICs may already have an internal connection, if you short them together again in PCB, you will create a ground loop, hence you need to know how your IC is internally connected, and chose a anti-parallel short in PCB design if the two grounds are directly shorted together in the IC internally; or a direct short if the grounds are shorted internally by two anti-parallel diodes
