set_dont_touch_placement [all_macro_cells] did not work

I run placement after set_dont_touch_placement [all_macro_cells]


but found all my macro_cells dispeared , with standard cells filled the spaces


I did check all the macro by hopping over the cell, and confirmed that isfixed values did changed to true


please help
